From 2002 until 2004 The Swedish National Board for Youth Affairs (SNBYA) have a had a small scale cooperation with Turkey. The cooperation started out as a project which aimed at experience sharing regarding youth policy, development of youth organisations, equality between women and men and integration into Europe. It was financed by the Consulate General of Sweden in Istanbul as well as by the Swedish Institute. When the National Agency for the EU programme “Youth” started out in Turkey in 2004 a Turkish delegation came to Sweden for job shadowing and representatives from the Swedish office went to the launch of the office in Ankara.
Both the Swedish and the Turkish partners felt that the cooperation was rewarding, thus it was unfortunate that no further funding opportunities could be obtained at the time. When funding were made available within the Swedish cooperation strategy for Turkey 2005-2009 a feasibility study was carried out during the autumn of 2006. A few months later, in May 2007, an agreement regarding services was signed between SIDA and SNBYA. It was decided that the SNBYA should report on the inception phase by the 28th of February 2008.
